Stakeholders

The 2025 update of the H–GAC ITS Architecture relied heavily on stakeholder input to ensure that the architecture reflected regional needs. Stakeholders included traffic, transit, tolling, public safety, and many other operating agencies at the local, regional, and state levels.

HCTRAHarris County Toll Road Authority (HCTRA). Responsible for toll roads within Harris County.
Houston Galveston Area CouncilThe MPO for the Houston Galveston regional urbanized area that provides transportation planning and technical assistance services to various agencies within the Region
Houston METROPublic transportation system that operates within the City of Houston.
League CityMunicipal government for the League City. Includes traffic, public safety, and maintenance sections for the City.
Liberty CountyRepresents the county offices and stakeholders of Liberty County. Includes all County departments including the Sheriff's Office and transportation services as well as the Liberty County Emergency Management.
Local AgenciesGovernment for various municipalities within the Region that are not specifically called out. Covers all departments including those that deal with traffic, maintenance, and public safety.
