Stakeholders
The 2025 update of the H–GAC ITS Architecture relied heavily on stakeholder input to ensure that the architecture reflected regional needs. Stakeholders included traffic, transit, tolling, public safety, and many other operating agencies at the local, regional, and state levels.

City of Conroe | Municipal government for the City of Conroe. Includes traffic, public safety, and maintenance sections for the City. |
City of Galveston | Municipal government for the City of Galveston. Includes traffic, public safety, and maintenance sections for the City. |
City of Houston | Municipal government for the City of Houston. Includes traffic, public safety, and maintenance sections for the City. |
City of Pasadena | Municipal government for the City of Pasadena. Includes traffic, public safety, and maintenance sections for the City. |
City of Pearland | Municipal government for the City of Pearland. Includes traffic, public safety, and maintenance sections for the City. |

Harris County Flood Control District | A government agency that was established to reduce the effects of flooding in Harris County. Manages and operates flood equipment within Harris County. |
Harris County Transit | Public transportation system that operates within the Harris County. |
HCTRA | Harris County Toll Road Authority (HCTRA). Responsible for toll roads within Harris County. |
Houston Galveston Area Council | The MPO for the Houston Galveston regional urbanized area that provides transportation planning and technical assistance services to various agencies within the Region |
Houston METRO | Public transportation system that operates within the City of Houston. |
League City | Municipal government for the League City. Includes traffic, public safety, and maintenance sections for the City. |
Liberty County | Represents the county offices and stakeholders of Liberty County. Includes all County departments including the Sheriff's Office and transportation services as well as the Liberty County Emergency Management. |
Local Agencies | Government for various municipalities within the Region that are not specifically called out. Covers all departments including those that deal with traffic, maintenance, and public safety. |
Media | Local media outlets including television stations, newspapers, radio stations and their associated websites. |
Missouri City | Municipal government for the City of Missouri City. Includes traffic, public safety, and maintenance sections for the City. |
Montgomery County | Represents the county offices and stakeholders of Montgomery County. Includes all County departments including the Sheriff's Office and transportation services as well as the Montgomery County Emergency Management. |
National Weather Service | Agency that provides weather forecasts, warnings of hazardous weather, and other weather–related information to the public. |
Port Freeport | Port Freeport serves as a transfer point for shipments within the City of Freeport allowing the transfer of goods between different modes of transportation. |
Port Houston | Port Houston serves as a transfer point for shipments within the City of Houston allowing the transfer of goods between different modes of transportation. |
